- The ACP is being implemented by ARD, Inc., (www.ardinc.com - link outside the site) under a contract with USAID/Sri Lanka. ARD, a private consulting firm based in Vermont, USA. ARD is an innovator in helping developing and transition countries promote good governance and strengthen institutions that are essential for equitable economic growth, social development, human rights, and security. Responsive and accountable local governments provide the ideal foundation to develop a broad-based democratic culture that encourages popular participation. ARD helps nations around the world establish this foundation through decentralization reforms and democratic local governance programming. Policies and mechanisms that ensure public access to information can lead to greater accountability on the part of public officials. Because of our experience in this area, ARD can provide governments and businesses with the tools they need to fight corruption.
For the ACP project, ARD has established a project office in Colombo. In addition to ARD, international partners include three US-based organizations:

Other key partners will be involved through a Consultative Council that includes representation from a broad range of professional associations, chambers of commerce, religious groups, unions, and other civil society organizations. The Council meets monthly, and by the conclusion of the ACP, will produce a National Action Plan for combating corruption.
