About the Anti-Corruption Program Heading Indicator

The Sri Lanka Anti-Corruption Program, or ACP, was initiated by USAID to help strengthen measures to combat corruption and to monitor the disbursement of tsunami related development assistance. This is a daunting task, and will require the cooperation and support of private citizens, civil society and business organizations, as well as elected and appointed public officials. The project began in January 2006, and runs until September 2007.

The ACP will provide training and technical assistance support to Sri Lankan partners and sentinel organizations to ensure accountability and transparency of post-tsunami relief and reconstruction programming. The ACP program will strengthen the capacity of key oversight institutions (such as the Auditor General’s Department and the Commission to Investigate Allegations of Bribery or Corruption), increase citizen participation in monitoring and reporting on tsunami reconstruction programs, and implement an awareness raising campaign regarding the causes and consequences corruption.

In addition to supporting the AGD and the Bribery Commission, the ACP will provide awareness training and grant assistance to twelve local communities and conduct a series of public awareness workshops in the tsunami impact zone. A small-grants program involving local and national civil society organizations will support innovative approaches to combating corruption. An Action Plan will be produced to help guide future anti-corruption programs.
